What you'll do:
The Chief Administrative Officer (CAO) manages the day-to-day administration and affairs of the Corporation of the Municipality of Trent Lakes. The CAO will perform the duties as defined in the Municipal Act and other Acts of Legislation. The CAO, under the direction of the Mayor and Council, will advise Council on the development of policies and strategies that will best position the Municipality to address ongoing challenges and opportunities, and will provide programs and initiatives that address the needs of the community. The CAO is responsible for the efficient administration of all municipal departments. The CAO provides leadership and direction to the management team and staff to ensure delivery of excellent municipal governance to the community. The CAO can be required to work extended hours at times, provides on-call emergency support for Emergency Planning Response, and is available to Council members as required.
- Council and Liaison: Attend all Council meetings and act as an advisor on legislation, developing policies, strategic planning, budgeting, community relations and economic development. Communicate and provide advice and assistance to Council on internal and external issues that may affect the organization. Provide recommendations and assist Council in establishing effective programs, objectives and schedules, ensuring that they conform to relevant Provincial and Federal legislation.
- Operational: Ensure the effective management of all departments within the Municipality in accordance with policies, procedures and programs established by Council. Exercise financial control over all corporate operations to ensure compliance with Council approved budget. Assist Directors in the development and monitoring of departmental work plans. Conduct thorough annual reviews and recommend changes to improve efficiency and productivity. Cultivate a work environment committed to health, safety, and wellness of all employees. Act as a liaison with various organizations, committees, boards, agencies and authorities ensuring positive relationships. Actively promote economic development to broaden and strengthen the commercial and employment base of the Municipality. Oversee or implement communication efforts as required to improve customer services and the flow of information in the community.
- Administration: Respond to matters of concern to constituents and the general public with a focus on customer service. Develop and apply personnel policies, procedures and terms of employment which conform to Provincial and Federal legislation. Work well with a wide range of individuals to provide support, coaching, encouragement and direction. Engage in regular, structured discussions with employees in order to encourage and improve individual employee performance and attain organizational objectives. Conduct annual performance evaluations of Municipal management team and ensure reviews are carried out for all staff members.
In accordance with Municipal Policy, a Police Record Check that is acceptable to the Municipality will be required as a condition of employment.

This job is for you if…
- Our non-negotiables: You have a degree in Municipal or Business Administration or equivalent.
- Experience: You have a minimum of 5 years experience as a CAO or Senior Manager in municipal government.
- Certification: The AMCTO professional accreditation including Certified Municipal Officer (CMO) designation would be preferred.
- Knowledge: You have a working knowledge of all Provincial/Federal regulations and programs pertaining to municipal government.
- Communication: You have superior communication skills, including the ability to listen actively, respond verbally in a manner that is clear and respectful, seek clarity in ambiguous situations, and prepare written communications that are clear and concise. You are self-disciplined with the ability to maintain extreme confidentiality.
- Research and Analytical Skills: You are a critical, analytical, strategic thinker and effective problem solver. You have the ability to identify risks and opportunities, and provide sound advice towards resolutions, in a timely and respectful manner.
- Organization: You pride yourself on your flexibility and adaptability within a variety of situations. You have strong planning and organizational skills, including the ability to develop and implement goals, practices, procedures, and more. You have effective time and stress management skills, including the ability to prioritize work, manage multiple deadlines, and remain calm during a crisis.
- Interpersonal Skills: You are a proven leader with a successful track record as a team/relationship builder, mentor, succession planner and developer of talent. You enjoy collaborating with colleagues to implement policies and develop improvements. You build respectful, positive and cooperative relationship, while able to negotiate and deal with diverse groups of people including elected officials and members of the public.
