Municipality of Trent Lakes Welcomes New CAO

The Municipality of Trent Lakes is pleased to share an upcoming staff transition in the organization. After 21 years of dedicated service, Chief Administrative Officer/Treasurer Donna Teggart will be retiring from the Municipality later this year.

Teggart first started her Trent Lakes journey as Deputy Treasurer in 2005, advancing to Director of Finance/Treasurer in 2009, then accepting the role of CAO/Treasurer in 2019.

“Donna has been amazing in the role of CAO and Treasurer, using her professional approach to both guide the finance department and solve the many challenges that arise in the Municipality each and every day,” says Trent Lakes Mayor Terry Lambshead. “This was clear as she navigated the Covid-19 Pandemic, a devastating ice storm and a destructive drought while in this role. I will personally miss Donna’s sense of humour and daily conversations. I wish her the best in the next chapter of her life; she will be greatly missed by Trent Lakes’ Council, staff and residents.”

With the announcement of Teggart’s upcoming retirement, the Municipality is elated to announce Michelle Willson will be stepping into the CAO role.

Michelle Willson brings over 20 years of public sector leadership experience, delivering results through collaboration, strategic thinking, and innovation. Most recently, Willson was the Chief Administrative Officer for the Township of Brock. Before joining Brock, she was the Director of Housing Finance and CFO of York Region’s community housing company and a senior leader at several Ontario universities. She is passionate about team building, community engagement, and continuous improvement. Willson is a Chartered Professional Accountant and holds a Master of Arts degree in economics from the University of Waterloo.

“I am honoured to join the talented team at the Municipality of Trent Lakes,” says Willson. “I look forward to working alongside Council and staff to continue to deliver excellent services to residents and support the growth and success of the community.”

Willson will begin her role on Monday, April 27, 2026.

“I am pleased to welcome Michelle to the Municipality of Trent Lakes,” says Lambshead. “I believe her wealth of experience will be a perfect fit with our existing team of amazing professionals. Her skill set combined with her enthusiasm will be a fantastic asset to accomplish the many aspects of this role. I look forward to building Trent Lakes into the future with her as CAO.”

The Municipality will be recruiting the position of Treasurer in the coming weeks.
