Public Meeting Notice - June 19 2025

TAKE NOTICE that the Council of the Corporation of the Municipality of Trent Lakes will hold a public meeting to consider a Municipally initiated Official Plan Amendment (OPA No. 64) and Zoning By-Law Amendment (25-10) under Section 22 and 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended.

Purpose and Effect of the Proposed Official Plan and Zoning By-law Amendments
Sections 2.1.4, 2.1.6 and 2.2 of the Provincial Planning Statement (2024) require planning authorities to plan for an appropriate range of housing options to accommodate future growth. The term “housing options” is defined in the PPS to include additional residential units. An additional residential unit is a self-contained dwelling unit that is located within and forms parts of a dwelling unit or is constructed as a stand-alone or as part of an accessory building.

The Official Plan Amendment is proposed to create a new policy section that would permit a maximum of one additional residential unit on a lot either within a dwelling or within or part of an independent accessory building. The Amendment also authorizes the Zoning By-law to regulate additional residential units.

The Zoning By-Law Amendment would define, permit and regulate additional residential units in the Rural (RU), Shoreline Residential (SR), Hamlet Residential (HR) and Rural Residential (RR) Zones. The Amendment would not permit additional residential units on any lot accessed by a private road or located within 300 metres of a lake trout lake or on a lot serviced by a municipal water system.

Please note that the County of Peterborough is the approval authority for Official Plan Amendments in the Municipality of Trent Lakes and the Municipality of Trent Lakes is the approval authority for Zoning By-Law Amendments.

Representation
Any person may attend the public meeting and make written and/or verbal representation either in support of or in opposition to the proposed amendments.

If a specified person or public body does not make oral submissions at the public meeting or make written submissions to the Municipality of Trent Lakes in respect of the proposed Official Plan Amendment and/or Zoning By-Law Amendment, before the approval authority gives or refuses to give approval to the amendments, the specified person or public body is not entitled to appeal the decision of the approval authority to the Ontario Land Tribunal.

If a specified person or public body does not make oral submission at the public meeting or make written submissions to the Municipality of Trent Lakes in respect of the proposed Official Plan Amendment and/or Zoning By-Law Amendment before the approval authority gives or refuses to give approval to the amendments, the specified person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
